The February 1st Move
The February 1st Proclamation by the King of Nepal ,who took over control of the government promising to restore peace and return the country to multi party democracy ,was probably an attempt to address the two key issues. The Monarch believes that the burning issues of restoration of peace and calling for fresh mandate for people’s representatives to the National Assembly through election were not tackled successfully by the previous government.
Feb 1st appears to have brought a new dimension to the politics of Nepal and to some extent influenced political events that have unfolded in the last 10 months. After an initial lull in the fighting, the security forces intensified their counter insurgency operations. The Maoists also intensified their attacks on military and government targets. As the battle intensified so did the pressure to restore peace and democracy. The civil society organizations intensified their demand for peace and democracy while the political parties generated new Zeal into their protests. They intensified their protest, this time against the new regime and called for restoration of democracy through the restoration of the dissolved parliament .The international community; India, UN, EU, US, UK, Switzerland, also continued to urge the government to invite the political parties to talks. They urged the warning parties to work together to restore peace and democracy in the kingdom .The activities of the peace groups also went into high gear with demonstrations, candle light vigils and entertainment for peace being held in Kathmandu and in the districts. The government was urged to talk to with the Maoists, who were urged to put down their arms and return to the mainstreams.
